          Carroll was born in 1857 at Wairoa, Hawkes Bay. His mother was Tapuke of Ngati Kahungnunu, and his father was Joseph Carroll, a Sydney-born Irishman.

          Carroll distinguished himself at a young age, firstly in the military campaign against Te Kooti aged 12 or 13, and then as a cadet with the Native Department for East Coast.

          This earned him a transfer to Wellington. He worked in various jobs between Wellington and Gisborne, where he settled with his wife Heni Materoa (Te Huinga).

          James Carroll’s interest in politics was sparked while working as an interpreter for Māori MPs at Parliament from 1879 to 1883.
